EMMCA The Estonian Manual Medicine & Chiropractic Association (EMMCA) and its members seek to enhance the Estonian Medical System by integrating various proven forms of  manual medicine into the health care system. It also has the mandate to provide the Estonian people with this important methodology for the treatment of neuromusculoskeletal  conditions causing pain and dysfunction.  As such, EMMCA also seeks to provide legitimate well educated and accredited manual medicine practitioners to the community and to also provide a focus based on prophalactic wellness care as well as treatment for pain and dysfunction.  This is hoped to result in positive outcomes for public health, including reduced morbidity, increased functional capacity, increased longevity of the Estonian population, and significant reductions in health care costs.

Because Estonia is a nation with a relatively small population, EMMKS intends for the practice of osseous manipulation to be regulated under one umbrella regardless from which manual medicine profession the practitioner originates. Although distinct and separate in their methodology, Chiropractic, Osteopathic or Allopathic physicians and physiotherapists alike, performing joint and tissue manipulations would be regulated under one umbrella. It is for this purpose that the designations of "M.M.D." (Manual Medicine Doctor) and "M.M.T." (Manual Medicine Therapist) were created by EMMKS. It is our vision that all practitioners trained in spinal manipulation wishing to practice manual medicine will be required to have a minumum number of hours attained at an accredited institution of higher learning (college or university) and will be required to pass a standard series of Board Examinations given by EMMCA in accordance with the World Health Organization (WHO) and regulated by the Estonian government. As with many medical procedures which have potential adverse effects, osseous manipulation also has its attendant dangers in the hands of an underqualified practitioner. As such, the most sensitive manipulative procedure of cervical (neck) manipulations and  lumbar (lower back) disc manipulations will require additional study and higher-level examination requirements for licensing.

In this new health care environment, Manual Medicine Doctors would be contributing partners and team members in pateints health care decision making and would be respected and used for their in-depth knowledge in the diagnosis and manual treatment of neuromusculoskeletal disorders.

Manual medicine healthcare in Estonia will be patient-centered, wellness-oriented, outcomes driven and value based, including open access for all Estonians to benefit from comprehensive manual medical care.
